
From January 6 to 10, 2024, in order to further broaden the international perspective of the teaching staff and enhance their educational and teaching capabilities, BeiJing College of Politics and Law (BCPL) collaborated with the Australian Vocational Education Alliance (AVEA) to conduct a 5-day IST (International Skills Training Courses) – TVET Trainer program. A total of 23 teachers from the Applied Law School and the Security Technology School of BCPL participated in the training. All participants successfully passed the assessment and obtained the IST – International Trainer Certificate.
01 BeiJing College of Politics and Law

BeiJing College of Politics and Law is a full-time ordinary higher vocational education institution approved by the People’s Government of Beijing Municipality and registered with the Ministry of Education. The college consists of six secondary schools: the Applied Law School, the Security Technology School, the Modern Management School, the Information Media School, the Basic Education School, and the Marxism School. The college upholds the educational philosophy of “rooted in Beijing, serving the political and legal sectors, society, and grassroots communities”, and emphasizes the cultivation of High-quality technical and skilled talents to meet the needs of the capital’s socio-economic development.
02 International Skills Training Courses

The International Skills Training Courses was developed in collaboration with the Australian Federal Government and Jobs and Skills Councils. The curriculum is based on the Australian National TAE Certificate in Training and Assessment Training Package, incorporating the UNESCO International Standard Classification of Education (ISCED 2011) and the “Technical and Vocational Education and Training” (TVET) standards. It is designed to meet the professional development needs of international teachers, particularly in the Asia-Pacific region. The certification is internationally recognized and has been adopted by several countries and regions, including South Korea, Singapore, India, Malaysia, and Thailand, as a vocational education teacher qualification.
03 Trainer

Dr. Stephen Graham, from Melbourne Polytechnic in Australia, is a highly experienced senior trainer. He holds a bachelor’s degree from Ulster University in the UK and a master’s degree from the University of Leicester in the UK. Currently, he serves as a senior trainer at Melbourne Polytechnic, focusing on the development and skill enhancement of TAFE college teachers in Australia. He provides tailored training courses to meet the specific needs of participants and is committed to promoting sustainable learning and development strategies for individuals from diverse cultural and socio-economic backgrounds. Over the years, he has received widespread acclaim and recommendations from students and industry professionals.
04 Implementation

This training session was conducted by Dr. Stephen Graham, a professional trainer in the field of vocational education from Melbourne Polytechnic in Australia. The training covered various modules related to Australian vocational education and training, as well as curriculum design and teaching methodologies. The participating teachers delved into the Australian Qualifications Framework, the TAFE model, training packages, competency-based training, and assessment. They integrated the fundamental concepts of training package development into their professional teaching fields. During the training, teachers independently completed curriculum development and design processes based on their subject expertise and presented their course designs. Subsequently, the trainer provided professional guidance and feedback on each teacher’s presentation.
05 Conclusion

The IST Program has helped the participating teachers gain an in-depth understanding of the vocational education curriculum framework and teaching system in Australia. From curriculum design and teaching methods to educational philosophies, the teachers have absorbed advanced experiences and enhanced their knowledge base. Throughout the learning process, the teachers have significantly expanded their international perspectives and strengthened their cross-cultural communication and international teaching capabilities. This training has contributed to the overall improvement of the professional competence of the college’s teaching staff, cultivating more vocational education teachers with solid teaching abilities, comprehensive qualities, and broad international perspectives. This effort further supports the practical needs of China’s “Belt and Road” Initiative and the “going global” of vocational education.
